Fred W. Bowen

Fred W. Bowen is Director, Federal Executive Programs, of Government Business Solutions and The Federal Market Group, Washington, D. C. based organizations providing professional training, research, publishing and consulting services to government and industry in public contracts management, program/project management and leadership. Prior to joining the GBS/FMG, Mr. Bowen was the head of the NASA Resident Office of the Jet Propulsion Laboratory (JPL) in Pasadena, California for 12 years.

As a member of the Federal Senior Executive Service (SES), Mr. Bowen served as the Principal NASA Manager for the full range of oversight functions at the Jet Propulsion Laboratory through NASA's contract with the California Institute of Technology (CALTECH).

Mr. Bowen's career with NASA includes a host of important assignments as a scientist and administrator. In 1979, he was detailed to the President's Commission on the accident at Three Mile Island as Director for Administration.

Mr. Bowen is a graduate of the College of William & Mary with a B.S. degree and graduate study in Physics. His awards include NASA's Exceptional Service Medal, a Presidential Commission Exceptional Service Award and many others. He is twice past chairman of the Greater Los Angeles Federal Executive Board and a Policy Committee member.

He is former President of the Advisory Board and Trustee of the California Museum of Science and Industry, and, is an active member of the Industry Education Council of California (IECC). He is a member and former Chairman of, The National Contract Management Association (NCMA) Board of Advisors and a Board Director of the Center for Emissions Research and Analysis, a non-profit company which serves as a center of technical excellence for studies on air pollution reduction and control technologies. He is a Trustee of the Contract Management Institute, a non-profit foundation.

He is also a Fellow of the NCMA and an Associate Fellow of the American Institute of Aeronautics and Astronautics; and a member of Sigma Pi Sigma Physics Honorary Society.

Mr. Bowen is an instructor and adjunct faculty member in the Federal Government Contracting Series at George Mason University he has lectured extensively at CalTech.
