Frank Rapoport
Frank Rapoport consults with companies in the aerospace and defense, construction, engineering, commercial real estate, information technology, transportation, health care, biotech, pharmaceutical and medical supply industries. His practice focuses on government contracts, information technology, federal litigation and public health law.
Frank is a leader in the growing field of public health care and Biodefense procurement and has testified before two Congressional Committees-House Government Reform and House Selection on Homeland Security-on how to build a Biodefense industry. He coordinates Biodefense Link ™ which serves as a clearing house of legal advice, government affairs and venture capital needs of pharmaceutical and biotech companies interested in securing contracts from the National Institutes of Health, Centers for Disease Control, Office of Health and Safety, Department of Defense and the Department of Health and Human Services.
In the public health care sector, he works with companies to increase their share of federal contracts and he formulates strategies for expanding contracting opportunities with the Department of Defense, the Department of Veterans Affairs and the Health Care Financing Administration. He is co-chair of the Health Care Procurement Committee of the American Bar Association. He also leads a special committee on public health contracting for the 27,000-member National Contract Management Association.
Frank is the author of the Federal Health Care Contractor's Handbook, a comprehensive treatise on federal procurement of commercial health care items. In addition, he is the lead instructor for the two-day seminar on "Health Care Contracting with the Federal Government," hosted by McKenna Long & Aldridge for vendors from the pharmaceutical, biotech, DME and medical/surgical industries.
A former trial attorney with the U.S. Department of Justice, Frank handled major federal contracts litigation on behalf of the Department, the Department of Health and Human Services, the Veterans Administration, the Corps of Engineers and the National Institutes of Health.
