Vic Avetissian, Managing
Partner, Self-Governance and Finance, The Federal Market Group,
heads up the firm’s Los Angeles office and is responsible for
FMG’s client-focused solutions for establishing required
relationships, processes and systems for government accounting,
estimating, pricing and self governance issues.
He retired as Corporate
Director, Government Acquisition Initiative at Northrop Grumman
Corporation after 36 years of service.
He was responsible for
establishing and facilitating communication of the company's
position on Government Acquisition issues and maintaining
effective communication with Government procurement agencies on
procurement policies and Acquisition Reform Initiatives. He
assisted company elements in developing strategies on government
acquisition matters. He was also Corporate Business Conduct
Officer for the Washington operations.
Prior to that, he was
Corporate Director, Government Cost Accounting and Compliance,
where he was responsible for interpretation and implementation
of corporate-wide Cost Accounting practices and compliance with
all Government Cost Accounting and Federal Acquisition
Regulations. Duties included responsibility for negotiation and
resolution of all corporate-wide Cost Accounting Standard (CAS)
practices and Federal Acquisition Regulations (FAR) issues with
appropriate Government representatives and agencies. He was
responsible for all reviews, preparation and submittal of
comments on regulatory proposals on CAS, FAR and other Cost
Accounting and Acquisition Regulations.
He participated as a member
of due-diligence team on all companies Major Merger and
Acquisition activities with responsibility for review and
evaluation of Government Cost accounting practices and open
compliance issues. He was a member of industry support team for
the 800 Panel and GAO review of Cost Accounting Standards. Prior
to his position as Corporate Director of Government Cost
Accounting and Compliance he was Division Director of Internal
Audit, in that position he was responsible for Audit of Division
Cost Accounting practices and its compliance with Standards and
CAS Disclosure Statement. He has held various Senior Management
positions at Northrop Grumman corporate since 1970.
He is the Past National
President of the National Contract Management Association (NCMA),
an NCMA Fellow, and member of the National Board of Advisors. He
is the past Chairman of the Board of Trustees of the Contract
Management Institute (CMI). He is a member of the Board of
Directors of the Contract Services Association of America (CSA)
and chairman of the association’s Public Policy Council.
He is a member of the American Bar
Association (ABA) Public Contract Law Section, member of
Financial Executive International (FEI, past chair of the
committee on government business, past Chapter President of the
Association of Government Accountants (AGA), and is member of
the National Defense Industrial Association's (NDIA) Contract
Finance Committee
He was a Corporate
representative on the Procurement and Finance Executive
Committee, and Cost Principles Committee of Aerospace Industries
Association (AIA) and member of Council of Defense and Space
Industry Association (CODSIA), the Professional Services Council
(PSC), the Information Technology Association of America, the
Coalition for Government Procurement and member of Acquisition
Reform Working Group (ARWG). He represented Northrop Grumman at
various Industry and Government forums.
He has
taught Government Contract Cost Accounting and Compliance with
Federal Acquisition Regulations at UCLA's Extension Program and
is a frequent speaker and course instructor on issues related to
Government acquisition, contracting, accounting and compliance
legislation and regulations.
